China has used its financial muscle to pay off the Nepal police to arrest Tibetans, according to secret US cables published by WikiLeaks.
The cables show an unnamed source of the US Embassy in New Delhi claiming that “Chinese government rewards Nepali forces by providing financial incentives to officers who hand over Tibetans attempting to exit China”. “XXX reiterated this belief to PolOff (Political Officer) during a XXX meeting in Delhi, stating ‘the Chinese government rewards (Nepali forces)’ by providing financial incentives to officers who hand over Tibetans attempting to exit China,” according to the cable dated February 22, 2010 from New Delhi.
Meanwhile, cables also said President Hu Jintao is “firmly in charge” on all issues concerning Tibet. The cable published by the Der Spiegel said US diplomatic sources in Beijing believe “true democracy” prevails in the Politburo of the Communist party even though public debate is shunned. The Politburo discusses all issues but Hu is in-charge of matters regarding the Dalai Lama and Tibet. In Hu’s eyes, the Dalai Lama is a traitor. Those who would prefer a milder approach to the Tibetan leader risk their careers.
